Mr. Higgins is a certified professional engineer with over 30 years of experience specializing in water resources engineering.  In 1976, he graduated from the University of South Florida with a B.S. in Civil Engineering and an M.S. in Water Resources Engineering.

Mr. Nichols has thirty years of water resource engineering experience in both the public and private sectors.  He has a Bachelor of Science in Engineering and Management from Clarkson University and is a registered professional engineer in both Florida and North Carolina.

Mr. Padron graduated from Simon Bolivar University in 1986 with a B.S. in Physics specializing in Geophysical Engineering.  He is proficient in the use of ICPR (Advanced Interconnect Channel and Pond Routing), AutoCad and Matlab (Engineering and Scientific Software).

His work experience includes:

~design of stormwater management systems for residential and commercial developments including ones with wetland restoration and wetland creation constraints

~application preparation for Environmental Resource Permits for urban developments

~design, coordination, and supervision of operations to reduce/minimize their environmental impact

~securing permits with government agencies for geophysical projects in environmentally sensitive areas

~conducting Health, Safety, and Environmental (HSE) compliance audits on large-scale projects
