Mr. Higgins is a certified professional engineer with over 30 years of experience specializing in water resources engineering.  In 1976, he graduated from the University of South Florida with a B.S. in Civil Engineering and an M.S. in Water Resources Engineering.

Summary of Experience

Mr. Hall offers extensive experience in the fields of water resources, environmental, and civil engineering in government service and private practice. He has a Bachelor of Science in Professional Management and post-graduate studies in Engineering Management. He has held a Professional Engineering license in Civil Engineering since 1982. Prior to his career in private practice, Mr. Hall had a 20-year record of accomplishments in public service. For example, he served as the Director of Stormwater Management Permitting for the South Florida Water Management District (SFWMD). He also served for six years as the Deputy Executive in charge of Operations and Maintenance, with a staff of over 600, managing the extensive water control system from Orlando to Key West. Mr. Hall also led the design and construction of more than a billion dollars in flood control, water supply, stormwater and environmental restoration construction projects. As a Consultant he has saved clients over $1 billion in project design and construction costs by recommending designs that reduced project life-cycle operations and maintenance costs. 

Specific projects and experience include:

  • Performance as Chief Consulting Civil Engineer on the ACCELR8 program which advanced the design and construction of approximately $2 Billion in key water resource construction projects in south and central Florida.
  • Acted in the capacity of independent expert in the design and construction of the Program to restore integrity to the flood control system of New Orleans after Hurricane Katrina.
  • Led the modeling team for the development and application of hydrologic and hydraulic models for the West Palm Beach Canal Basin (C-51).
  • Obtained federal funding for the Restoration of the Kissimmee River.
  • Secured federal permits for the Everglades Restoration Project.
  • Mr. Hall has been recognized for his national expertise by the American Academy of Water Resource Engineers with the award of Diplomate.
  • Mr. Hall, at the request of the U.S. State Department, represented the U.S.A. as member of the international task force for the restoration of the Donana Marsh in Spain.
  • Mr. Hall has served as a member, senior member and chapter President for the American Institute of Industrial Engineers, also as a member of the American Society of Civil Engineers, the American Water Resources Association, a member of the State of Florida Task Force on Stormwater Management, the Governor's Technical Committee on Lake Okeechobee, National Society of Professional Engineers, and the Florida Engineering Society.

Mr. Rau, a licensed Professional Engineer in Florida and has been a member of the Higgins Engineering, Inc. team since 2012. He has a Bachelor of Science in Civil Engineering from Florida Institute of Technology and has nearly a decade of experience with water resources, land development, and public works projects for both public and private entities. Mr. Rau’s skills include but are not limited to: water management and land development site analysis, design, and permitting; erosion control design and NPDES compliance; nutrient loading analysis; construction observation; report preparation; and permitting.

Representative Projects Include:

  • Complete Turbine, Palm Beach County, FL
    A jet turbine testing facility located within an environmentally sensitive area. The project included water management system design and permitting, water use permitting, and wetland mitigation.
  • Zacara Farm, Wellington, Palm Beach County, FL
    Development of a 92-acre project which included design, permitting, and construction services for a polo development. Project services includes stormwater management system design, water distribution system design, permitting, developer contributed asset coordination, construction observation and inspections, and project certification.
  • Sonoma Isles, Jupiter, Palm Beach County, FL
    Development of a 285-acre residential development. Project services included stormwater management design, environmental resource and water use permitting, re-use main design, and construction services.
  • Valiente Polo, Wellington, Palm Beach County, FL
    A 140-acre polo development with modifications to the existing section master drainage system. Project services included stormwater management design, environmental resource and water use permitting, and nutrient loading analysis.
  • Sneed Road Culvert Replacement, St. Lucie County, FL
    Project included the emergency replacement of a failed 54-inch diameter culvert with a 60-inch diameter reinforced pipe culvert with concrete headwalls.
  • Sunshine Boulevard Drainage Analysis, Fort Pierce, St. Lucie County, FL
    Drainage study to determine the effects of neighboring development upon a section of roadway. Recommendations for drainage improvements based on the results of the analysis were included.
